Procurement Difficulties Still Hound Infrastructure Projects

Capital outlays of the government for infrastructure was 7.7 percent below the revised target of P655.7 billion. As a percentage of GDP, capital outlays accounted for 4.2 percent, lower than the 4.5 percent forecast.
