Despite Duterte’s Threats, EDCA Remains; Two Camps Set to Host US Military Facilities

Defense Secretary Delfin Lorenzana said that US plans to construct facilities in two military bases will proceed within the year at the Basa Air Base in Pampanga and at the Lumbia Air Base in Cagayan de Oro. The Basa Air Base is near the disputed Scarborough Shoal, a flashpoint with China, located off the coast of Zambales province. The Lumbia Air Base, meanwhile, is near the lair of local terrorists.
